Rang me wanting to change my pay as you go to a pay monthly contract. I spoke for a few minutes and then rang O2 because wasn't sure after the guy asked for my details. O2 looked into it and said it's a 3rd party O2 representative that gets pay as you go to pay monthly to meet his targets.

Don't answer and block-people do all kinds of things for money-including pro active snooping-annoying-any number of things-IMO these are not as random as they seem.
