If you ring the number back they say they are an organisation called Listen who are phoning on behalf of a charity (probably to ask you to increase or start donations) and they say that if you call 03330 110023 and follow the prompts they will remove your number within one working day. I have done this today and we will see.

This number seems to be used for a classical telemarketing, or it is a directly some general call centre. They usually work for some third company and call with offer of some goods or services for the actual company they were hired for. In this case the number is mostly reported in connection with INICEF, but also with financial marketing plans, you decide. I have been using the ShouldIAnswer mobile application from these pages, works fine, can stop such calls and also a range of numbers (very useful for call centres). No problems.
