Frequently receive these calls on mobile and landline. I am currently awaiting the second call which usually follows silent first. Human on second call then tries to sell. When questioned they will usually admit they are not based in UK and do not know about TPS etc. Numbers are either bought on block or virtual. The second call usually displays a second number. The pairs occur too often close together to be chance.

Few seconds of silence, followed by a lot of background noise. Eventually, a female with an Indian sounding accent spoke to me and tried to sell web/app development services. Claimed they'd got my details from an online survey but I suspect it'll be from a WHOIS lookup on a domain I own.
