These people work off auto-diallers which will only activate if you speak upon answering the phone. If you don't speak the dialler assumes the number is invalid. It's an unsolicited call though and I've reported it.

terrible woman tried to sell me life insurance, I told her I cant get life insurance as I have a life threatening illness she then said so you would be interested, NO she then said well what about home insurance told her no good to me if I'm dead I was fuming at her

I thought it was going to be a silent call, but just as I was about to clear the call a foreign female voice asked for my mother by her Christian name. I told her that the number was registered with the TPS and she rang off.
